Council approves code change allowing department heads to be designated deputy town manager; staff hire introduced

The Cave Creek Town Council approved the second reading of Ordinance 2026-03 on June 27, which amends section 31.25 of the town code to authorize the town manager to designate one or more department heads to serve as deputy town manager while retaining their existing duties. Staff said the change is intended as a professional development option and does not create an additional full-time equivalent position.
During reports from the town manager, Administrative Services Director Carla Reese introduced Monique Harris as the new procurement administrator. Harris said she joined the town after working at AOT and that she looks forward to supporting department directors and procurement work.
Staff noted Sher White, the chief financial officer, will be the first person to hold the deputy designation under the amended code. The ordinance was moved and seconded and recorded as adopted in the transcript.
