The Cave Creek Town Council unanimously approved the second reading of Ordinance 2026-03, amending town code section 31.25 to authorize the town manager to designate one or more department heads as deputy town manager. Councilmembers said the change is intended as a professional-development and succession tool, not to create an additional full-time equivalent.
Administrative Services Director Carla Reese introduced Monique Harris as the town's new procurement administrator; Harris told the council she had started with the town 10 days earlier and previously worked for Arizona Department of Transportation.
Staff said the code amendment allows current and future town managers to formally recognize department directors with added management assignments and noted the first person to fill the deputy role is expected to be the chief financial officer, Sherry White, though the ordinance does not create a separate dedicated town manager position or additional FTE.
The motion to approve the second reading was moved, seconded and approved by a 7-0 vote. Council adjourned after the vote.
Next steps: ordinance adoption is complete following the second reading vote; staff will proceed with internal designation and implementation as provided in town code.
