Firehouse project faces contractor collapse and a bonding shortfall, officials say

Chairman Barry Roseman told the Norfolk Firehouse Building Committee on May 21 that Performance Plumbing "have closed up shop," placing the plumbing work on the project's critical path and prompting a re-evaluation of remaining contracts and schedule.
Roseman said the committee has been working with Newfield Construction on a replacement strategy and expects Newfield to provide a complete historical write-up of the plumbing subcontractor issues. He also said efforts to secure a payment and performance bond from Vision Electric were unsuccessful after what he described as a substantial search for a bonding company. The town has implemented procedures intended to limit exposure, but Roseman cautioned those measures are not as protective as a bond.
Rich Breitenbach, project manager for Newfield Construction, is expected to present detailed options to the committee for replacing the plumbing contractor and to outline schedule impacts. The committee did not take any formal action at the meeting; members instructed project staff to pursue replacement options and to report back.
