The Windsor Unified School District board approved the 2024–27 Local Control Accountability Plan (LCAP) after a public hearing and follow-up discussion. Superintendent Decker said the document's content was unchanged from the prior hearing and that budget overviews had been inserted since the last review.
Trustee Lopez urged closer attention to long-standing gaps affecting English learners, students with disabilities, foster youth and socioeconomically disadvantaged students. Lopez highlighted low scores on the Youth Truth Survey and called for better place-making at campuses, improved navigation and interpretation services for Spanish-speaking families, and tiered academic goals for students who are still acquiring English.
Trustees discussed expanding trustee representation on LCAP work and agreed to consider adding a second trustee to district LCAP activities to ensure more consistent oversight. The board approved the district LCAP and the separate CALI charter LCAP in voice votes.
What’s next: Trustees asked staff to continue stakeholder engagement and suggested a future governance item to consider expanding trustee involvement in LCAP oversight.
