Grace McCarthy, associate planner, told commissioners the applicant reduced parking from 131 to 92 spaces, identified 38 existing trees of which 22 are proposed for removal, and had begun a wetlands delineation process after environmental staff flagged a small area of potential wetland in the northeast portion of the site. The planner said wetlands review can proceed in parallel with land‑use approvals but may require additional approvals depending on the consultant’s findings.
Commissioners asked whether any significant outstanding issues remained; staff said engineering comments are being addressed and the outstanding items (art contribution, engineering details, wetland delineation) can be resolved through permit conditions prior to building permits being issued. The applicant — joining remotely — confirmed willingness to meet conditions and to coordinate with the city’s wetland consultant and arts commission.
The commission moved and approved a recommendation for council action with the standard condition that outstanding engineering and environmental items be addressed during permitting. The item will proceed to City Council for final action.
