Oxford’s city engineer briefed the council Dec. 10 on planning and financing options for upcoming sewer-plant work, including potential State Revolving Fund loans, tax-increment financing and phased project scheduling.
According to the meeting record, the engineer said Fluodine is reviewing project matters and the city submitted bridge-permit materials this month. He described several financing options: converting to State Revolving Fund (SRF) loans with associated repayment terms, applying tax increment fund (TIF) revenues to help retire sewer debt, and exploring private lending. The engineer said project scope documents are being developed and that smoke testing of the system is planned for next summer to refine the scope.
The engineer also noted timing and payment-term trade-offs, observing there are options to structure short-term payoff terms if the city pursues state loans. No final financing decision was taken at the meeting; staff described the work as in the planning and scope-development stage, with follow-up tasks to produce a detailed project plan and funding recommendation for future council consideration.
Council discussion emphasized next steps rather than a final funding choice. The meeting minutes do not record budget amounts tied to any single funding path or a formal directive to select a particular loan or financing source at this meeting.
