City representatives said the funding is reimbursable and that the city will be eligible for reimbursement within 30 days of commencing the project. The discussion referenced a recently passed graffiti ordinance that authorizes fines against building owners who do not address recurring graffiti and allows code enforcement to pursue repeat offenders; staff said that enforcement revenue could help sustain the program. The city thanked Lake County Council and cited Councilman Charlie Brown for initiating the funding request.
Board members asked whether the agreement applied to specific neighborhoods or the entire city; staff replied it is intended for citywide use but noted some purchases (specialized sprayers) are intended for large industrial areas. The motion to accept the joint agreement passed on a 5-0 roll call.
