Pella council approves contract for airport water main loop and schedules loan hearing for new deep well

Pella, Iowa — The Pella City Council on Jan. 6 authorized engineering work to improve water supply and fire protection at the Pella Municipal Airport and set a public hearing on financing for a new municipal well.
Council approved Resolution No. 6981, authorizing a professional services agreement with Garden & Associates to design an approximately 6,000‑foot water main loop beginning at Fifield Road, extending through the airport and reconnecting at Bos Landen Drive or Idaho Drive. The loop is intended to provide adequate fire protection for airport facilities; the city’s packet states the airport does not currently have a sufficient water supply for fire protection. The not‑to‑exceed engineering fee is estimated at $80,000 and covers preliminary and final design, bidding and construction administration. The resolution passed on a 5–0 roll‑call vote.
The council also approved Resolution No. 6982 to fix Jan. 20, 2026 as the date for a public hearing on issuance of not‑to‑exceed $245,000 Water Revenue Capital Loan Notes. Council materials state the authorization would fund engineering and design costs for an additional deep well and transmission main. Staff noted the city has qualified for a 0% interim planning and design loan from the Iowa Drinking Water State Revolving Fund (SRF); the interim loan is intended to be rolled into a longer‑term construction loan after design and bidding are complete. The resolution was approved 5–0.
Separately, the council approved Resolution No. 6983 authorizing assignment and assumption of ground leases at the Pella Municipal Airport between Weiler Transportation and Vermeer Manufacturing Company and authorized the mayor to sign consent documents.
Next steps: staff will proceed with design work under the Garden & Associates agreement, and the council will hold the Jan. 20 public hearing on the proposed loan notes. Construction costs and final alignment/pipe sizing will be determined in later phases.
