River Ridge CDD approves goals and performance measures to comply with new state law

The River Ridge Community Development District board approved a set of goals, objectives and performance measures at its Aug. 27 meeting to comply with recently enacted state legislation (HB7013) that requires special districts to develop and report annual performance measures.
District Manager Cleo Adams, District Counsel Tony Pires and District Manager Chuck Adams described the statute 's requirements and collaborated on draft performance measures. The Board identified three primary categories for Fiscal Year 2025: Community Communication and Engagement; Infrastructure and Facilities Maintenance; and Financial Transparency and Accountability. On motion by Mr. Blumenthal and seconded by Mr. Twombly the Board approved the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form.
The minutes record that the initial report is due Dec. 1, 2025 and must be posted on the CDD website; the task was added to the Board's key activity dates. The action establishes the district's compliance plan but the meeting minutes do not include metric baselines or numeric targets.
