Pembroke board approves travel and payment resolutions, reviews records grant and tech options

Supervisor Thomas Schneider moved the resolution and Deputy Supervisor Edward G. Arnold Jr. seconded; the board voted unanimously (Arnold, Manne, Dix, Conti, Schneider) and the motion passed 5–0.
Resolution #14 granted permission for Town Clerk Nicole M. Begin to attend the New York State Town Clerks Conference in Syracuse April 27–30, 2025. The motion was made by Councilman Arnold and seconded by Councilwoman Manne; the vote was unanimous, 5–0.
Resolution #15 authorized payment of Abstract #4 of 2025, covering routine operating expenses. Supervisor Schneider moved, Councilwoman Kathleen Manne seconded, and the board approved the payments by unanimous vote (5–0).
In other business, Clerk Nicole M. Begin and Supervisor Schneider discussed applying for a Local Government Records Management Improvement Fund (LGMRIF) grant for records management software; they met with Laserfiche representatives and contacted G&G Consulting about grant-writing support. Begin also reported on a vendor quote for TextMyGov, a town messaging service; the initial quote was $5,000 per year and later reduced to $4,000 per year, which the board considered too costly given Pembroke’s population of roughly 4,200 and an estimated 1,000–1,500 users.
Schneider said employee healthcare and HRA implementation meetings went well and that the new plan with Univera will begin April 1, 2025. He also reported meeting with three senior government classes at Pembroke High School to discuss town government. The board moved an unspecified amount of funds into a NYCLASS account to earn interest; the minutes do not state the transferred amount.
