Windsor Locks Board of Education unanimously expels student for one year after confidential hearing

The Windsor Locks Board of Education voted unanimously on Sept. 15, 2025, to expel a student for one calendar year after concluding the student committed an expellable offense, the board said at a special meeting held at the district central office.
The board met in executive session to hear testimony from Superintendent Shawn Parkhurst and Windsor Locks High School Principal Jeff Bernabe and to receive statements from the student, identified in the minutes as Student A, and the student's parents. The board first voted in public session that Student A "did engage in conduct that violated Board Policy and was seriously disruptive to the educational process," then temporarily returned to executive session to complete the penalty phase before issuing a final decision.
The board's final motion, made by Board Member Alba Osorio and seconded by Greg Guyette, accepted and adopted the findings and facts presented in executive session and expelled Student A from Windsor Locks Public Schools, including all school-related activities, for a period of one calendar year beginning Sept. 3, 2025 and ending Sept. 2, 2026, or until graduation, whichever comes first. The motion also adopted the administration's recommendations dated Sept. 15, 2025.
Board Member Lindsay Cutler called the special meeting to order at 6:59 p.m. After the board voted to enter executive session to preserve the confidentiality of student records, witnesses were sworn and testimony was given in private. The minutes record that Superintendent Parkhurst and Principal Bernabe testified during both the offense and penalty phases and that board members asked questions of witnesses; the minutes do not disclose the substance of those statements because the hearing was held in executive session to protect confidential student information.
The board recessed during the proceeding (7:11 p.m.; 7:35 p.m.) and reconvened to resume the hearing and returned to public session at 7:15 p.m. and 7:46 p.m., respectively. The meeting adjourned at 7:51 p.m.
Votes at a glance: the motions to enter executive session, the finding that Student A committed an expellable offense, the subsequent reconvening of executive session, and the final expulsion motion were all recorded as passed unanimously by the board members present (Alba Osorio, Lindsay Cutler and Greg Guyette).
