Council approves bids, fees and budgets; several routine measures pass

At its June 24 meeting the Cedar City Council approved a series of routine measures and votes spanning procurement, personnel, utilities and finance.
The council awarded the low bid to Falcon Buildings for the Cross Hollow outdoor covered-arena metal building after staff reported two responsive bids. Staff noted prior use of Falcon Buildings' materials in a local arena.
A resolution amending personnel provisions related to out-of-class pay was approved, while a separate proposal on comp time was tabled pending a staff-and-employee working-group review.
The council adopted an ordinance establishing the impact-fee facility plan and setting revised impact fees; staff reminded the council the ordinance will take effect after a 90-day period. Separately, the council approved a state-required resolution to increase the base water-rate fee.
Council adopted a revision to the fixed-asset management policy (capitalization threshold set at $10,000), approved a resolution adopting the certified tax rate for the 2026-27 fiscal year, and passed a budget revision for the 2025-26 fiscal year after a short public hearing with no speakers.
Votes were taken by roll call or voice as required; most passed unanimously or by routine margins.
