Council tables comp-time changes, appoints two-member council working group

The council on June 24 tabled a proposed resolution to amend the city's comp-time (compensation-time) policy and asked staff to form a working group with council representation and employee input.
Council members and department staff described a range of concerns and misunderstandings about the genesis and application of comp time and recommended a comprehensive, bottom-up review of leave policies. Several council members said the city should compare leave models with peer municipalities and consider a paid-time-off model.
Council agreed to appoint two council members (identified in the meeting as Waldo and Robert) to work with the city manager, HR staff and employee representatives to develop recommendations. The matter was tabled pending that group's review and a subsequent council report-back.
