The Simsbury Board of Finance voted Feb. 17 to approve a supplemental appropriation of $196,000 to support the town’s pavement management work that is coordinated with Aquarion’s road projects. The plan is for the town to perform paving operations tied to Aquarion’s water‑line work and to be reimbursed by Aquarion.
"This is a program we do jointly with Aquarion when they're doing work on some of our roads," Finance Director Amy said, explaining that the town will carry out final paving and receive reimbursement from Aquarion.
The motion to approve the $196,000 supplemental appropriation was moved, seconded and approved unanimously.
The board also approved midyear transfers that reallocated a $264,493 contingency budget into specific department full‑time and part‑time line items so those lines more accurately reflect anticipated costs. Among the departmental changes, the board approved an $85,000 transfer to cover expected highway overtime related to storms; staff said that funding would come from savings created by police vacancies.
The transfer request as presented was moved, seconded and approved unanimously. The board chair and staff emphasized that public notice and approval are part of the board’s process when transfers change the purpose of voter‑approved appropriations.
Board members asked that the detailed transfer charts and account numbers be attached to the meeting minutes for transparency. Staff said they will include the supporting schedules and will continue to present clear budget‑to‑actual reporting in future packets.
