NECCOG staff presented revisions to the Active Transportation Micro-grant (TRIP) program at the council’s Nov. 22, 2024 meeting, saying the program will now require a 20% municipal match for most applicants and impose a $2 million project cap.
The staff review said Distressed Municipalities and Public Investment Communities will be exempt from the match requirement, and in-kind services may count as the municipal match provided funds are municipal in nature. The application structure was simplified to a yes/no format and the technical supplemental portion was removed. NECCOG staff also said disadvantaged status will be used to influence project scoring and ranking and that Brooklyn is no longer eligible. COG prioritization is no longer required, and each eligible municipality may submit only one application.
Staff announced the application deadline as 4 p.m. on Friday, Feb. 7, 2025, and noted that a Safe Streets for ALL kick-off meeting with NECCOG staff occurred Nov. 22, 2024. The CEDS Hubsite for EDA Covid recovery was also reported as live.
Why it matters: The changes affect municipal budgeting and project selection across the region by changing who must provide matching funds, capping project size, and adjusting scoring toward disadvantaged communities. Municipal officials will need to decide whether to reapply under the new criteria if they previously submitted projects under the old scoring framework.
The staff presentation did not include a public vote on these program rules during the Nov. 22 meeting; members were informed of the changes and deadlines.
