Plainfield council adopts lower Main Street speed limit, approves sewer-rate changes and Bremer County agreement

The Plainfield City Council on Jan. 13 adopted two ordinances and approved an intergovernmental agreement, moving forward on traffic, utility billing and building-code enforcement measures.
Mayor Thomas Geise presided as the council voted unanimously to approve Ordinance No. 53, amending Chapter 63 of the Code of Ordinances to lower the speed limit on Main Street. Council Member Jamison Downing moved the second reading of the ordinance; Council Member Timothy Neil later moved to suspend the two-meeting requirement under Iowa Code §380.3 and adopt the ordinance at the same meeting. The roll-call votes on suspension and adoption were recorded as ayes from Clyde Balvanz, Jamison Downing, Timothy Neil, Joseph Schmall and Chad Shurtleff.
The council also approved Ordinance No. 54, which amends provisions governing sewer service charges and rates. Council Member Clyde Balvanz moved the second reading; the council again suspended the two-meeting rule and adopted the ordinance by unanimous roll call.
Councilors approved Resolution No. 2025-01, authorizing a 28E agreement with Bremer County to provide enforcement of the Plainfield building code. The resolution was moved by Jamison Downing and seconded by Chad Shurtleff; the vote was unanimous.
The actions take effect according to the city’s ordinance-adoption procedures and any effective dates specified in the ordinances. The council also handled routine business including approval of the consent agenda and scheduling a budget work session for Jan. 15 at 5:00 p.m.
