Pleasantville council keeps current staff, approves wage bumps and vehicle take-home; schedules developer for Aug. 20 meeting

Mayor Kody Jurgens opened a special Pleasantville City Council meeting on Aug. 14, 2024, where council members voted to keep current staff in place for now, approved several administrative resolutions and interim wage increases, and instructed the city clerk to require a developer to attend the next regular meeting.
The council discussed whether to retain a separate city administrator position or have existing staff assume those duties. Attorney Bob Stuyvesant told the council it would need to modify the current ordinance to appoint the city clerk as city administrator if they chose that path. The council reached a consensus to keep current employees in their positions and reassess the need for a city administrator in December 2024.
On formal motions, Council member Aaron Hurt moved and Council member Kyle Patterson seconded approval of Resolution 24-19 (employee appointments); the minutes record the vote as "all voting in favor" and the motion carried. Hurt and Patterson then moved and seconded approval of Resolution 24-20 (designating a depository and authorizing officers); the motion carried with all in favor.
Council member Kyle Patterson, seconded by Council member Rachel Lopez, secured approval of interim FY2025 wage increases: an additional $7.25 per hour for City Clerk Rachel Reed and $2.88 per hour for Deputy Clerk April Schrader, and authorization for Public Works Director Shawn Breazeale to take the city truck home daily. The minutes record the vote on that motion as "all voting in favor."
The council also voted to enter a closed session, the minutes citing "IA Code Chapter 21.5.1(c)." A subsequent motion to exit closed session is recorded as moved by Aaron Hurt and seconded by Jon Koehn; the minutes again record "all voting in favor." The minutes separately note that Councilman Jon Koehn left the meeting at 4:50 p.m.; the record does not reconcile that departure with the later listing of Koehn as seconding the exit from closed session.
The council directed City Clerk Rachel Reed to contact developer Jamie Adkins to inform him the council will discuss and may take action on a development at the Aug. 20 regular meeting and that his attendance is required. The special meeting adjourned after a final motion by Kyle Patterson, seconded by Aaron Hurt.
The council did not make a final decision at this meeting to create or fill a city administrator role; members plan to revisit the question in December 2024. The August 20 regular meeting is expected to include discussion of the specified development.
