- Closed the public hearing on disposal of interest in real property by sale (motion by Kyle Patterson, seconded by Jon Koehn). Outcome: approved.
- Approved the consent agenda (motion by Aaron Hurt, seconded by Kyle Patterson), including previous meeting minutes, July 2024 financial reports, water reports, employee comp time, the police report and authorization of listed bills. Outcome: approved.
- Approved pay application #11 to Vanderpool Construction for the W. Pleasant St. & Hwy 5 Improvements project in the amount of $754,231.58 (motion by Aaron Hurt, seconded by Jordan Van Ness). Outcome: approved.
- Adopted Resolution 24-21 directing sale of an interest in real property to Michelle Greene for $1,930 and separately approved a $1,930 economic development grant to Greene (motions by Kyle Patterson; seconds by Rachel Lopez and Jordan Van Ness). Outcomes: both approved.
- Adopted Resolution 24-22 appointing Nicholas Clark to the Library Board of Trustees through 2028 (motion by Jordan Van Ness, seconded by Kyle Patterson). Outcome: approved.
- Approved pay application #6 to Des Moines Dirt Worx for the Shadle Park Pond Project in the amount of $96,328.58 (motion by Kyle Patterson, seconded by Jon Koehn). Outcome: approved.
- Approved change order #3 to Des Moines Dirt Worx for $24,100 to cover additional dirt/muck removal and voted not to collect penalties for project delay (motion by Aaron Hurt, seconded by Kyle Patterson). Outcome: approved.
- Approved pay application #7 to Des Moines Dirt Worx in the amount of $22,895, contingent upon punch-list items being completed (motion by Aaron Hurt, seconded by Rachel Lopez). Outcome: approved; payment to be withheld until completion verified.
- Approved pay application #15 to On Track Construction for 2021 Water Main Improvements in the amount of $4,000 (motion by Jordan Van Ness, seconded by Kyle Patterson). Outcome: approved.
- Approved Resolution 24-23 authorizing interfund transfers (motion by Aaron Hurt, seconded by Jordan Van Ness). Outcome: approved.
- Tabled the storm-water repair on E. Monroe Street due to lack of contractor quotes (motion by Kyle Patterson, seconded by Aaron Hurt). Outcome: tabled.
- Adjourned the meeting (motion by Rachel Lopez, seconded by Jon Koehn). Outcome: approved.
Next steps: the council directed staff to pursue legal action if the Adkins payment is not received by Sept. 3, to obtain lien waivers and verify punch-list completion before final contractor payments, and to post the Marion County housing study information to the city website.
