Pleasantville City Council on Aug. 20 approved a $24,100 change order for the Shadle Park Pond project to cover additional dirt and muck removed beyond contract estimates, and approved related pay applications while requiring contractors to finish punch-list items.
Councilmember Kyle Patterson reported the project subcommittee, contractor Des Moines Dirt Worx and the engineer agreed to a contract change order after roughly $100,000 of unplanned removal occurred. The council approved change order #3 for $24,100 and voted not to collect penalties for the delayed project. Officials said they would use remaining American Rescue Plan Act (ARPA) funds to cover the additional cost.
The council approved pay application #6 to Des Moines Dirt Worx in the amount of $96,328.58 and approved pay application #7 for $22,895 contingent on completion of remaining punch-list items. Public Works Director Shawn Breazeale and contractor representative Robert Dixon said erosion control, seeding and replacement of several walking-trail panels would be completed by the end of the week.
Councilmember Aaron Hurt said he had found items not yet completed and recommended obtaining lien waivers before issuing payment; City Clerk Rachel Reed confirmed lien waivers had not yet been received. The pay application #7 approval was explicitly conditional on punch-list completion; the council recorded unanimous votes on the motions.
