Plainfield council adopts records-retention update, approves budget amendment and several hires

Mayor Thomas Geise presided over the meeting. On a motion by Council Member Chad Shurtleff, seconded by Jamison Downing, the council adopted Resolution No. 2025-05, which updates the city's Records Management and Retention Manual. Roll call voting recorded Council Members Jamison Downing, Timothy Neil, Joseph Schmall and Chad Shurtleff as aye; Council Member Clyde Balvanz was absent. The motion carried.
Mayor Geise opened a public hearing on the FY25 budget amendment at 6:05 p.m.; City Clerk/Treasurer Brittney Lentz reviewed amended revenue and expenditure amounts and the council received no written or oral public comments. After closing the hearing at 6:08 p.m., the council approved Resolution No. 2025-06 amending the current budget for the fiscal year ending June 30, 2025. The resolution passed on a motion by Joseph Schmall, seconded by Chad Shurtleff, with Downing, Neil, Schmall and Shurtleff recorded as ayes and Balvanz absent.
The council also approved staffing actions. On a motion by Jamison Downing, seconded by Joseph Schmall, the council adopted Resolution No. 2025-07 to hire and set the wage for the new Plainfield Public Library director. The council then approved Resolution No. 2025-08 to hire Abigail Miller as the new City Clerk/Treasurer; the motion passed on a roll-call vote with Downing, Neil, Schmall and Shurtleff recorded as aye and Balvanz absent. The minutes state Miller will begin her duties on Wednesday, May 21. Finally, the council approved Resolution No. 2025-09, authorizing a staff change to interim clerk/training officer, on a motion by Downing, seconded by Shurtleff.
No dissenting votes were recorded on the listed resolutions; the minutes note Balvanz was absent for roll calls. The council took these votes as part of routine business and did not list additional conditions or contingencies for the hires.
