Staff said the applicant plans a community meeting in mid‑to‑late July and tentatively aims for a conditional‑use permit filing by Aug. 5, a Planning Commission hearing Sept. 17 and Board of Supervisors consideration in November, although staff cautioned those dates could shift depending on application timing. “Right now, all we have being reviewed is the pre‑application documents,” staff said during the presentation.
Board members asked about nearby homes and required setbacks in the Technology Overlay District. Staff presented maps showing residential areas and said the overlay imposes setbacks of 500 feet in some locations, 200 feet in others and 100 feet along certain roads, and that the concept plan shows development areas set back from residential parcels.
Members also pressed utilities. A staff technical speaker said the applicant has "submitted to Dominion to get power" but that the exact source of service had not been confirmed. The same speaker said the county’s current water contract "right now is 5,000,000 gallons a day" and described current usage as "about 3 and a half" (gallons per day), with an additional higher tier available in the contract if needed; staff said the applicant also identified on‑site water and wastewater infrastructure needs.
EDA members emphasized public outreach before permitting: one board member urged that the applicant host a community meeting first so public materials are presented in a formal forum before coming back to the EDA. Staff reiterated that several project details remain to be clarified once a full application is filed.
What’s next: staff said it will track the applicant’s community meeting and the timing of any formal conditional‑use permit filing, and will bring updated application materials to the EDA and county review bodies when submitted.
