At its Jan. 6 meeting the Concord Municipal Affordable Housing Trust reviewed its fund balance, a Community Preservation Act request for FY2027 and a short‑term funding application from the Concord Housing Development Corporation.
Chair Keith Bergman said the Trust has received $6,026,434 since 2019 and that $3,562,405 is already committed, leaving $2,464,029 uncommitted. He outlined a scenario in which a $350,000 short‑term commitment to CHDC and a $629,000 acquisition commitment would reduce available funds to $1,485,029; if Town Meeting approves the Trust’s $785,500 CPA request on April 27, the balance would be about $2,270,529 on July 1, 2026.
The Trust was told the Community Preservation Committee had voted Dec. 2 to include CMAHT’s full $785,500 request in its FY2027 funding recommendations; CPC will finalize its warrant article Jan. 13. Mary Hartman noted CPC will also consider a Natural Resources Commission conservation fund bylaw article and reminded members the ATM warrant closes Jan. 23 at noon.
Rich Feeley reported legislative developments on proposals to create a statewide local option real estate transfer fee: Senate bill S.1937 was favorably reported out of Joint Committee on Revenue and referred to Senate Ways and Means; Joint Revenue extended reporting for the House bills H.3056 and Concord’s home rule petition H.3043 to Feb. 20, 2026.
The Trust also heard that CHDC voted earlier that day to submit an application for $350,000 in short‑term funding for its Buy Down program. Staff reported CHDC already holds $500,000 for the program ($233,880 in CPA funds approved in 2021 and $266,120 approved by CMAHT Dec. 19, 2023) and has sought a two‑year extension from CPC for the CPA funds.
Votes at a glance: the Trust approved the Nov. 20, 2025 meeting minutes (6‑0) and later adjourned the meeting by unanimous vote (6‑0).
The Trust indicated it will discuss CHDC’s application and the Housing Partnership implementation strategy at a future meeting and returned the 91B Main Street matter for study before any acquisition decision.
