The Sierra Vista City Council on June 26 approved a memorandum of understanding with regional partners to support the Big Idea Blitz and Moonshot programs and approved a $50,000 appropriation to seed a revolving loan fund with Local First (Resolutions 2026-048 and 2026-049).
Diana Cameron, the staff presenter, said the MOU formalizes existing partnerships with the Sky Islands Regional Partnership and Friends of the Sierra Vista Area Association to help run the programs. On the revolving loan fund, she said the $50,000 will establish a loan pool that will be issued as loans to local entrepreneurs and then repaid to replenish the fund.
When asked whether the $50,000 is seed funding that will be repaid to the city, Cameron explained the funds stay in the revolving pool managed by Local First and are intended to be loaned and repaid to sustain the program. Council members asked about future capitalization (additional funds depend on available business-attraction or leftover funds) and about administrative oversight; staff said Local First has prior experience running similar programs in neighboring jurisdictions and will manage loan recovery.
Council approved both resolutions; staff said details about loan terms and program management will be provided as the program is implemented.
