Sierra Vista staff prepare call to election for general-plan referendum; pro/con pamphlet deadline July 15

City staff told council that, after the council referred the general plan to the ballot, the city may post a formal call to election in the newspaper and on official posting places, a statutory requirement. The posted call will contain the ballot question language (exhibit A) and staff will forward materials to the vendor preparing the voter pamphlet.
The presenter said the pamphlet will be translated into Spanish and mailed to every household in Sierra Vista about 30–45 days before the election. Council was told the deadline to submit pro or con arguments for inclusion in the pamphlet is July 15; the city charges a processing fee for submitted arguments.
Council members noted the ballot language prominently states the plan "will not change current zoning or increase taxes," which staff said was intentionally emphasized to reduce confusion among voters. If the council approves the call at Thursday’s meeting, staff will proceed with newspaper publication and posting to meet statutory deadlines.
