Staff said the project proposes two added floats at the end of an existing pier on the Bass River and that the applicant’s engineer, Kieran Healy, told the board the plan shifts the pier so the float is entirely seaward of the applicant’s property line. Healy said the Conservation Commission requires three feet of depth at high tide for boat access; the current configuration has about 2.5 feet at one spot, so the plan moves the floats to reach the 3‑foot depth. "For the record, my name is Kieran Healy. I'm a land surveyor with the BSC roof," Healy said, walking the board through the site depiction and the proposed 72‑foot addition relative to an existing 81‑foot span.
Staff and the harbormaster flagged that the channel narrows in that area and noted boat beams can be up to 12 feet. The harbormaster contacted the marina owner and asked staff to facilitate a direct conversation rather than immediately deny the proposal or force a public hearing. Several board members said they wanted confirmation the marina owner is comfortable with the new floats before final action.
Given those outstanding neighborhood/harbor concerns, the board voted to continue the Chapter 91 review to the Feb. 2 meeting so the applicant and marina can meet and staff can provide any follow‑up from the harbormaster and engineering.
Next steps: the applicant’s representative said he would arrange the marina meeting within a week and will be back for the Feb. 2 meeting. Staff will include any harbormaster or marina comments in the Feb. 2 packet and confirm Conservation Commission conditions related to the 3‑foot depth requirement.
