Franklin County commissioners approve consent agenda, public-works bids, FCDC MOU, corrections grants, plats and rezoning

At their March 4 meeting in Ottawa, the Franklin County Board of Commissioners unanimously approved the consent agenda, awarded two public-works contracts, approved a memorandum of understanding with the Franklin County Development Council and approved two FY2027 corrections grant applications.
The consent agenda motion, moved by Commissioner Colton Waymire and recorded as seconded by Commissioner Rod Harris, included approval of minutes from Feb. 25 and a March 2 study session, claim vouchers of $774,180.02 and $226,392.70, and payroll totaling $1,631,252.23. The record states "all voted \"yes.\"" Commissioners next approved bids for a Chip Seal Project ($1,190,189.75) and Painted Pavement Marking Project ($56,585.90).
County Administrator Derek Brown summarized a largely unchanged 2026 memorandum of understanding between the county and the Franklin County Development Council; the agreement adds a clause stating, "The FCDC Executive Director will perform other duties as assigned by the Franklin County Administrator," and the contract amount remains the same as in the 2026 budget. Commissioners approved the MOU by motion.
Community Corrections Director Dustin Browning presented the county's FY2027 Adult and Juvenile Comprehensive Plan grant applications to the Kansas Department of Corrections, which commissioners approved in separate motions. Browning noted both plans were discussed in depth at the March 2 study session.
Planning staff presented the Final Plat for Smith-Bell Acres, a proposed subdivision splitting roughly 20.28 acres at 4353 Pawnee Rd into two lots; the board accepted the dedication of rights-of-way and easements and authorized the chair to endorse the plat. The board also adopted Resolution 26-08 to rezone approximately 3.00 acres at 3770 Rock Creek Terrace from R-E (Residential Estate) to R-3A (Single Family Residential Three Acre) to allow a parcel split for a family member while the owner retains adjacent acreage for a future residence.
Staff reports were delivered by County Administrator Derek Brown, FCDC Director Paul Bean and Public Works Director Jeff Welton before the board adjourned at 9:27 a.m.
Note on the record: the meeting roll call (SEG 005) records Vice Chair Rod Harris as absent; the meeting transcript elsewhere records several motions "seconded by Commissioner Rod Harris." The transcript therefore contains an inconsistency between roll call and subsequent motion seconders; this article reports both items exactly as they appear in the official transcript rather than resolving the discrepancy.
