Commissioners approve routine minutes, payroll and small contracts; resident raises privacy concerns about Flock cameras

Early in the session Commissioner Carl H. Lienhoop moved and Commissioner Larry S. Kleinhenz seconded approval of the June 1, 2026 minutes; the motion passed unanimously. Commissioner Kleinhenz then moved to approve payroll as presented; Commissioner Lienhoop seconded and the board approved unanimously.
County Engineer Danny Hollander presented and the board ratified a $5,406.30 repair invoice from MacAllister Machinery for a Highway Department bulldozer. Maintenance Supervisor Rick Trimpe presented three invoices for repairs following snow and ice damage to a heating/cooling unit and a metal roof at the Extension Office; the county will pay the costs from Rental Fund 4906: South Central Company, Inc. $4,970.25; Circle R Mechanical Contractors, Inc. $4,421.15; HRC Roofing & Sheet Metal Co. $2,522.94. All ratifications were approved by unanimous vote.
IT Director Scott Mayes presented a one-year Memorandum of Understanding with Tyler Technologies, Inc. to renew the state-provided Vetraspec software for the Veteran Services Office for July 17, 2026–July 16, 2027. The agreement covers three users at $504.50 each for a total of $1,513.50; the board approved the MOU unanimously.
During Miscellaneous, Bartholomew County resident Michael French spoke to express concerns about the county's use of Flock Safety cameras. French said he believes Flock employs unethical practices, raised privacy concerns, and alleged vulnerabilities that could allow unauthorized access to videos and data; he urged the county not to renew its contract unless those issues are addressed. No response from county officials is recorded in the transcript.
