Bozrah reviews $3.3M estimate for Route 82 water project and DWSRF funding options

First Selectman Glenn Pianka told the Bozrah Board of Selectmen on June 16 that the town has an updated preliminary opinion of construction costs for the Route 82 Water Supply Project and is pursuing Drinking Water State Revolving Fund (DWSRF) financing options. Pianka presented a cost table showing a preliminary construction estimate of $3,321,067.75 and a Town–Norwich loan-agreement project cost figure of $3,900,000.

The DWSRF summary included line items: water main construction ($2,084,500), water service construction ($540,850), miscellaneous items ($262,535), and contingencies. The table notes DWSRF-eligible portions covering roughly 75% of certain construction costs, with specified legal and contingency costs listed as 100% the town must account for. Pianka said the materials were provided to the board as an attachment for review.

Why it matters: the Route 82 project is capital-intensive and will require coordination with Norwich utilities and DWSRF rules, including bid-package preparation, construction administration, inspection, and possible ineligible items the town must fund. The cost table assigns the town responsibilities for bid-package preparation, construction administration, preparation of as-built plans and any items deemed ineligible for DWSRF reimbursement.

Board members did not take a final vote on the project at the meeting; Pianka presented the estimates for consideration and next steps.
