Bozrah selectman's bid to end SECOG building-official arrangement fails

Selectman William (Bill) Ballinger moved that the board direct the First Selectman to sign a 30-day written notice terminating the SECOG agreement and to set that notice by April 24, 2026, to be delivered by hand, certified mail and email to SECOG Executive Director Amanda Kennedy. The motion failed after Selectman Jeremy Tarasevich and First Selectman Glenn Pianka voted not in favor; Ballinger was the sole yes vote.
Ballinger framed his motion as a step toward returning the building official function to town control, saying the position should be "in house" and citing "many complaints on the current structure of the building official position." First Selectman Pianka responded by saying that Doug Colter has handled the building official duties well. Tarasevich said he could not support the motion because he did not have enough information to decide.
Because the motion failed, the board did not direct the First Selectman to send the proposed written notice to SECOG and the current arrangement remained in place pending any future action.
The motion as recorded specified a 30-day notice to be set by April 24, 2026, with delivery to SECOG's executive director, Amanda Kennedy. Ballinger had argued for an "in house" alternative; Pianka emphasized the current incumbent's performance; and Tarasevich requested more information before changing the town's service arrangement. The matter may return for further consideration if the board requests additional information or staff follow-up.
