Bozrah selectmen approve agreement giving town residents access to Jonathan Trumbull Library

The Bozrah Board of Selectmen voted unanimously March 17 to authorize First Selectman Glenn Pianka to sign a three-year agreement with the Jonathan Trumbull Library that extends full library privileges to Bozrah residents.

The agreement, effective July 1, 2026 if executed, commits the town to annual payments to the Library and requires an annual usage report. Under the terms presented, the town will pay $10,000 in Year 1, $11,500 in Year 2 and $13,225 in Year 3; the parties agreed to renegotiate fees if more than 50 Bozrah residents use the Library resources in a fiscal year.

The Board handled the motion formally. Selectman Bill Ballinger moved that the First Selectman sign the agreement as presented in Attachment 6; Selectman Jeremy Tarasevich seconded the motion. The vote was unanimous and the motion carried.

Why it matters: the agreement gives town residents access to in-person and digital library services — including Hoopla, Libby, Kanopy and museum passes — under the same rules and protocols that apply to Lebanon residents. The contract requires the Town of Lebanon to report the number of Bozrah residents who used Library services in the prior year and allows either party to terminate for breach with 30 days' notice if issues are not cured.

The agreement also states that Bozrah residents will be subject to Library rules and any emergency protocol changes. The Board did not record any further conditions or amendments at the March 17 meeting; the motion authorized the First Selectman to sign the agreement as written.

Next steps: the agreement is written for an initial three-year term and may be renewed by mutual agreement. Lebanon will provide the usage report to Bozrah at the start of the next fiscal year as required by the contract.
