Carlisle council approves prior minutes and holds executive session on personnel

Council approved the Sept. 24 work-session minutes after a motion from Mrs. Debbie Kemper, seconded by Mr. Michael Kilpatrick; roll call recorded six ayes and one abstention (Mr. Chris Stivers). Council then approved the Sept. 24 regular meeting minutes after a motion from Mr. Jason Faulkner, seconded by Mrs. Kemper; roll call recorded unanimous ayes.
Later in the meeting, Mayor Randy Winkler asked for a motion to enter executive session under ORC 121.22(G)(1) to consider matters involving the appointment, employment, dismissal, discipline, promotion, demotion or compensation of a public employee or official. Mr. William Bicknell moved to enter executive session; Mrs. Kemper seconded. The motion passed on a roll-call vote and council entered executive session at 7:24 p.m. Council returned from executive session by voice vote at 8:44 p.m. and no action followed.
The meeting adjourned by voice vote at 8:45 p.m.
Why it matters: approvals of minutes keep the official record current and the executive-session entry invoked a statutory provision for personnel matters; the meeting record shows no subsequent public action from that executive session.
