Council holds first reading on reducing pool fence height from 6 to 4 feet

Community Development Director Alaina Geres presented a proposed zoning text amendment (Ordinance 31-24) at the Nov. 12 Carlisle City Council meeting to reduce the required swimming-pool fence height from six feet to four feet in Section 1274.15 of the Carlisle Codified Ordinances.
Geres told council Planning Commission first considered the change in 2022; after turnover the proposal did not advance until this year. The commission held a public hearing in September and recommended approval. Geres said the Ohio Building Code sets a four-foot standard; Planning Commission members concluded matching that state code is appropriate for the city’s zoning rule.
Mayor Randy Winkler opened the advertised public hearing but, with no members of the public present to speak in support or opposition, the hearing closed and the ordinance was recorded as a first reading. Council confirmed that a single four-foot backyard fence would meet the proposed standard and that a second interior pool fence would not be required under the proposed amendment. The ordinance is set for second reading and final action on Nov. 26.
If approved on second reading, the change would align the city’s zoning requirement for pool enclosures with the Ohio Building Code’s four-foot standard as presented by staff.
