Carlisle council adopts 2025 budget and approves emergency then-and-now payments

Carlisle City Council unanimously adopted the City of Carlisle’s 2025 appropriation ordinance (Ordinance 27-24) at its Nov. 12 regular meeting, approving the budget for the fiscal year ending Dec. 31, 2025.

Finance Director Kristina Cooper also presented five then-and-now certificate requests identified during a year-end invoice review. Council suspended the rule requiring three readings, declared each item an emergency and approved the certificates by individual roll calls. The measures covered prior invoices and an engineering services shortfall that exceeded the city’s existing purchase orders.

The approved then-and-now certificates and amounts were: $30,084.11 to the City of Franklin for a December 2023 water purchase (Resolution 28-24); $10,502.77 to the City of Springboro for January building and zoning fees (Resolution 29-24; a typographic correction to the record was made during the vote); $10,700.00 to Civicia North America for annual authority tax software support (Resolution 30-24); $16,475.38 to Civicia North America for annual authority utility, payroll and finance software support (Resolution 31-24); and $4,993.06 to CMT for general engineering services (Resolution 32-24).

All votes recorded during the meeting were 5–0 in favor among present members: Mr. William Bicknell, Mrs. Debbie Kemper, Mr. Tim Humphries, Mr. Chris Stivers and Mayor Randy Winkler. Council members Jason Faulkner and Michael Kilpatrick were excused at the start of the meeting.

Council did not alter the substance of the budget ordinance at the meeting. Ordinance 27-24 was passed by roll call vote. Ordinance 28-24 (the 2025 pay plan) was noted as scheduled for a third and final reading on Nov. 26.
