Carlisle Council approves stormwater fund, supplemental budget amendment and local donations/appointments

Carlisle City Council on Aug. 27 approved a series of administrative and budget actions, including creating a dedicated stormwater fund and adopting a supplemental budget amendment.

On a recorded roll call, council adopted Ordinance 23-24 to establish Stormwater Fund No. 605 as an emergency measure. City Manager Chris Lohr and council members noted the city maintains more than 600 drywells that require inspection and maintenance; the fund will allow stormwater-related revenues and expenses to be tracked separately if the council later chooses to form a stormwater utility. Council also suspended the three-reading rule before adoption.

Council later returned from an executive session and approved Ordinance 24-24 (Supplemental #6), a supplemental appropriation for 2024, again by emergency reading. The adoption passed 6–1 on the roll call, with Council member William Bicknell recorded as the lone 'no' vote.

Other approved actions included a $370 donation to the school district to cover the city’s share of $1,300 in pickleball striping (the community secured $200 and the remaining $1,100 will be split among the township, school district and city) and the appointment of Amanda Goodpaster to the Parks and Recreation Board. Both votes were unanimous.
