Carlisle council adopts emergency supplemental appropriations after removing $250,000 repayment line

Carlisle City Council voted unanimously Tuesday to adopt Ordinance 21‑24, a supplemental appropriations ordinance that increases funding for building‑department fees, facility repairs and park improvements while removing a proposed $250,000 repayment line for separate consideration.

City Manager Chris Lohr told council the ordinance requested five increases: $15,000 to cover building department fees owed to the City of Springboro, $30,000 for land and building repairs (including an air‑conditioning repair at the police/service building and electrical work at the old fire station), $7,830.50 to reimburse pavement work on Osprey Lane, and $7,500 tied to a Duke Energy grant for Roscoe Park improvements. The ordinance initially also included a $250,000 line for repayment of Clean Ohio and Miami Conservancy District funds; Lohr said staff would not execute that repayment until engineering information and council approval were complete.

During discussion Councilman Chris Stivers said, “for the sake of transparency for the public, I would like to remove that from this and have it as a separate line item at a future date.” Mr. Stivers’ motion to remove the $250,000 repayment (seconded by Mr. Faulkner) passed on a roll call vote. Council then voted to suspend the three‑reading rule and adopted the ordinance as an emergency. A separate vote adopted Ordinance 21‑24 with the $250,000 line removed; roll call votes on the adoption were unanimous in favor (Mr. Kilpatrick, Mrs. Kemper, Mr. Bicknell, Mr. Faulkner, Mr. Humphries, Mr. Stivers and Mayor Randy Winkler all voted yes).

City Manager Lohr said the $15,000 Springboro line reflects higher‑than‑anticipated building permit activity and that the land/building line is intended to address several unplanned repairs. He also said the city is moving forward with the Lower Carlisle Road water‑main project: engineering plans have been completed and were sent to the City of Franklin to obtain required comments before bidding, and that connection should improve pressure issues in the Eagle Ridge area.

Council member Mr. Stivers and others emphasized that the separated $250,000 item will be revisited later and will not be paid without additional staff analysis and a subsequent council action. The ordinance takes effect immediately as adopted in the emergency reading.
