Commission approves subdivisions, tables Wagner View and allows open cut on CR 100 after Town of Alpine discussion

Karen Zahn, a nearby resident, urged the commission to delay approval of File 203 MS 21 so the county can verify permitting and bridge conditions; the commission paused the matter and opted to table the file for further review.
Amy Butler presented File 601 PZ 21 (a proposed plan amendment to the Lincoln County Comprehensive Plan and related Town of Alpine ROW license request). Engineers and attorneys joined by video: Bob Albondi (Town of Alpine engineer) and Scott Dressen (developer engineer) explained the difficulty of boring under CR 100 and why an open cut was requested; Matt McCloud, Road & Bridge superintendent, expressed concern about long-term utility expansion and preferred avoidance of open cuts; Town counsel and the developer’s attorney discussed annexation and timing considerations.
After discussion the commission approved allowing an open cut on CR 100 under the county engineer’s specifications, including a flowable backfill component. Commissioner Harmon moved to allow the open cut; the motion was adopted. The minutes record the commission’s approval but do not include a recorded vote tally by name.
Next steps: county planning and engineering staff will document permit conditions required for the approvals, review the Wagner View materials before the May 18 meeting and work with the Town of Alpine and the developer on the CR 100 permit and construction sequencing.
