Wyoming County Commissioners Association briefs Lincoln County on ARPA funds; county to await final rules

Jerimiah Rieman, Executive Director of the Wyoming County Commissioners Association, presented a summary of the American Rescue Plan Act (ARPA) to Lincoln County commissioners, noting statewide distributions and allowable uses.
Rieman summarized the ARPA distribution picture as approximately $112 million statewide, with Lincoln County’s allocation reported at about $1.7 million. He reviewed eligible categories for ARPA funds: public health response, addressing negative economic impacts, replacing public-sector revenue loss, premium pay for essential workers, and investments in water, sewer and broadband infrastructure. He also reviewed ineligible expenses, reporting and tracking requirements, key dates, and a $1.5 billion Local Assistance Consistency Fund intended to support public-land counties across FY22 and FY23.
A member of the public, Heather Hronek, asked whether there would be public meetings and how the commissioners planned to use the money. Chairman King said the county would not spend funds until finalized rules are available and that the commission would be cautious, developing a plan after rules are finalized.
Rieman’s presentation was framed as an informational briefing; commissioners did not commit funds pending federal/state guidance.
