Chairman King opened the Oct. 5, 2021, meeting of the Lincoln County Board of County Commissioners and the board approved the day's consent agenda, which included minutes, assessment roll adjustments and vouchers. Commissioner Hansen moved to approve the consent agenda; the motion was adopted.
The board approved Commissioner Harmon’s motion to appoint Dan T. Merritt to the Planning and Zoning Board to fill an unexpired term ending June 30, 2022. Commissioner Hansen moved to accept a cleaning contract from Hags with Rags for Afton facilities at $4,985 per month; she asked that staff provide a six‑month performance review. That motion was adopted.
Commissioners accepted two grant items on the consent agenda. The minutes record a Drug Free Communities (DFC) award through the Centers for Disease Control and Prevention listed as $252,086 per year for five years. Separately, the board approved a community implementation grant with the U.S. Department of Health and Human Services/CDC from Sept. 21, 2021, through Sept. 21, 2022, for $125,000; Brittany Ritter, Prevention Specialist, presented details of implementation. The record includes both figures; the minutes and meeting discussion do not reconcile the two amounts, which appear to reference related but distinct grant actions.
Madison Wilkes, Public Health Nurse Manager (joining by video), clarified staffing items and reported there were 77 active COVID‑19 cases in Lincoln County at the time of the meeting.
Other presentations included an insurance analysis from Dennis McCormack of Sterling Insurance on county health‑plan options, and a facilities update from Matt Mochel that covered the cleaning contract and winter snow‑plowing plans.
Brad Barham of Tri‑Sight briefed commissioners on efforts to secure multi‑phase broadband funding and said he expected to submit the Wyoming Business Council packet by Oct. 19. County Treasurer Jerry Greenfield and Kemmerer City Administrator Brian Muir offered operational and facilitation support; Senator Dan Dockstader clarified the Business Council had not yet received a final packet. Kylie Ingersoll, regional director for the Wyoming Business Council, offered assistance.
Sheriff Shane Johnson requested that the county consider lowering the covered age for colonoscopy screenings on the county health plan from 50 because of rising cancer rates among younger adults; he also discussed the Sheriff’s Office use of Maverik gas cards and availability for other officials.
