Lincoln County commissioners approve budget transfers, plats and contracts in Aug. 3–4 sessions

The Lincoln County Board of Commissioners on Aug. 3–4 approved a package of routine and substantive items, including a multi-fund budget amendment, a retail liquor license, a road contract award and several subdivision approvals.
The board approved a 2020–2021 budget amendment moving $148,482.59 from Fund 16 (Contracts) to Fund 10 (County), $2,416,067.66 from Fund 18 (Grants) to Fund 10 (County), and $162,472.27 from Fund 18 (Grants) to Fund 17 (County Road Fund). Commissioner Harmon moved the amendment; the motion was adopted. County Clerk April Brunski explained the transfers were a cleanup to move unused grant and contract funds back to county operating funds.
Commissioner Hansen moved and the board adopted several other consent items, including approval of minutes (July 19 and 20), orders adjusting the assessment roll, and vouchers. The board approved a County Retail Liquor License for D. Brad and Selanie Leavitt doing business as Canyon Spirits; applicant Brad Leavitt told commissioners the operation will be seasonal and similar to a prior license he held.
On transportation, County Engineer Amy Butler reported three bids for the Greys River Road FS project and recommended SUNROC dba Depatco. The commission awarded the project to SUNROC/Depatco for an amount not to exceed $400,000, with the chairman authorized to sign after paperwork is submitted.
At the Aug. 4 session the board approved multiple land-use applications and plats, adding conditions in some cases: File 108 MP 21 K Triangle Subdivision (condition added to permit road construction with WYDOT approval), File 417 SS 21 K Triangle Subdivision Phase I, File 109 MP 21 Oxbow Ranches (amended to allow early road construction and to require a letter from the Irrigation District verifying culvert sizing), File 418 SS 21 Oxbow Ranches Phase I, File 206 MS 21 Pleasant View Subdivision third filing, File 207 MS 21 Crescent Moon Subdivision, File 419 SS 21 Adam’s Acres, File 704 PZ 21 Black Creek Ranches (approved by resolution), and File 808 AP 21 The Ridges at Star Valley 7th Filing. Planning Director Steve Johnson presented the development report along with staff recommendations.
Other consent and administrative items included approval of a UME Stop Loss Group disclosure form for health insurance renewal with an $85,000 stop-loss level and various routine payroll and voucher approvals. Motions on the consent agenda were recorded as "motion adopted"; the transcript did not provide roll-call tallies.
The board adjourned at 3:32 p.m. on Aug. 3 and 11:31 a.m. on Aug. 4.
