Sterling P&Z continues Corson excavation permit and Iafrate subdivision to Feb. 9
Summary
The Planning & Zoning Commission voted to continue a special permit for earth excavation (Charles Corson) and a 1-lot subdivision (Judith Iafrate) to Feb. 9, 2026; staff will work with applicants on plan details and conditions.
The Sterling Planning & Zoning Commission on Jan. 12 voted to continue two pending land-use applications to its Feb. 9, 2026 meeting.
For a special permit/earth excavation application submitted by Charles Corson for property on Plainfield Pike (Map 3830 Block 27 Lot 15), Stephen Thompson moved, seconded by John Turban, to continue the application to the next regular meeting; the motion carried 4-0. The commission discussed drafting conditions for approval and noted that the public hearing for the application had closed Dec. 17, 2025; additional material after the hearing may only be accepted in response to conditions. The minutes record that Mr. Blanchette, P.E., L.S., and Charles Corson acknowledged that constraint.
On a separate matter, consulting planner Jim Larkin said he will work with applicant Judith Iafrate, ZEO J. Guszkowski and others to determine additional information needed to complete a 1-lot subdivision application for 80 Porter Pond Road. There is a question about how to merge the original and current plans to incorporate all required plan information onto mylars. Stephen Thompson moved to continue the public hearing to 6:15 p.m. on Feb. 9, 2026 and to continue the application to that meeting; John Turban seconded and the motion carried 4-0.
The commission also reviewed an erosion-and-sedimentation inspection of Strmiska Excavation at 140 Newport Road conducted Dec. 24, 2025 by M. Maynard P.E. (Towne Engineering). The inspection found the site fully contained and being maintained well, and no enforcement action was required.
Next steps noted in the minutes: staff and the consulting planner will follow up with applicants on plan merging and the drafting of conditions; both land-use matters will be on the Feb. 9 agenda.
