The Middle Smithfield Township Board of Supervisors on June 25 held a public hearing on a conditional-use application filed by CCP Property Owners Association South for property along T Drive (county PINs 09.86-86834 and 09.86-86835). Pat, speaking for the board, said the hearing focuses on parking issues under township zoning sections 050-020E, 050-030B and 050-030T.
Greg Maska, counsel for the applicant, introduced two witnesses: Nathan ("Nate") Foiler, the association's engineer, and Peggy Gutsch, the association manager. No audience members requested party status, and the board admitted exhibits marked Board 1 through Board 6 into the record, including the conditional-use application packet, public notice, planning commission correspondence and proof of publication.
Foiler, a licensed professional engineer, testified that the proposal is for an office building with an attached garage designed to resemble residential structures and that the conditional-use request is specific to parking. He said the office would have one full-time and one part-time employee and "one, two, three" on-site parking spaces with an ADA space adjacent to the office; staff and visitors would also use the pool parking lot, which currently has about 24 spaces (the ordinance requires 20 for the pool), leaving roughly four additional spaces available for shared use. Foiler said the building footprint would be about 1,557 square feet per floor and that the township ordinance would typically require about 13 parking spaces for an office of that size.
The applicant described pedestrian access—a paved walkway under 200 feet from the pool parking to the office—low-level path lighting and plans to conserve existing trees and provide supplemental landscaping. Foiler said the applicant prepared a parking study based on discussions with the association and the ordinance standards and that the study follows accepted industry methodology. He told the board the applicant will implement planning commission and consultant comments, including designated employee parking, no board meetings during peak pool hours that would exceed available parking, signage to restrict parking along the cul-de-sac, and compliance with landscaping/tree protection requirements.
Pat and the applicant walked through a June 16–19, 2026 planning commission correspondence with five recommended conditions; Foiler confirmed the applicant's intention to address those conditions in revised land-development plans. The board heard technical testimony but recorded no vote or decision at the meeting and no party status was requested by neighbors. The record will include applicant exhibits and the applicant's commitment to return with revised land-development materials addressing the planning commission and consultant comments.
