Hertford council reviews audit, schedules December votes on cemetery rules and ARP policies

The Town of Hertford council met in a work session on Nov. 28, 2022, at the Horace Reid Community Center to hear the FY 2021–22 audit, review draft cemetery rules, and consider draft American Rescue Plan (ARP) compliance resolutions. Mayor Earnell Brown presided; a quorum was present and the agenda was approved by voice vote.
Kari Dunlap of Martin Starnes & Associates presented the town's FY 2021–22 audit and provided a written presentation to council. Members thanked staff for their work producing the audit in a timely fashion and noted the report will inform budgeting and rate discussions going forward.
Interim Town Manager Janice McKenzie Cole delivered two packets of draft material for council review: proposed cemetery rules and regulations and five ARP-related policy resolutions adapted from templates provided by the North Carolina School of Government. Cole asked council members to read the drafts; both items are scheduled for formal votes at the council's Dec. 12 regular session.
Routine business at the work session included announcements about holiday events and community programs. Councilman Jerry Mimlitsch moved to adjourn the work session; Mayor Pro Tem Ashley Hodges seconded and the motion passed 4–0. The meeting adjourned at 6:55 p.m.
