The Council of the Town of Hertford on Dec. 12 voted to accept multiple grant-related resolutions and ordinances tied to American Rescue Plan (ARP) funding and AIA grant applications.
Mayor Earnell Brown called for acceptance of three ARP resolutions and three ARP ordinances to set up accounts for grant awards covering water treatment, sewer work and waterlines; Councilwoman Connie Brothers moved to accept the ARP measures and council approved them unanimously 5-0.
Manager Janice McKenzie Cole explained three AIA grants under consideration: two grants at $150,000 (for assessment of water and sewer) and a $75,000 grant to study feasibility of merging with the Winfall system. Cole said formal AIA offer letters had not yet arrived but that she received an email indicating offers were forthcoming and asked council to accept the AIA resolutions and ordinances pending those formal offers. The AIA grants require a 1.5% local match; council approved the AIA resolutions and ordinances pending formal offer letters on a unanimous vote.
Cole noted Withers Ravanel is engaged for wastewater rehabilitation work, and that some tasks could proceed concurrently with anticipated AIA-funded work if the offers arrive. Budget Amendment 6 approved at the meeting transfers funds for the 1.5% match.
All grant-related resolutions, ordinances and the budget transfer were approved by unanimous voice votes.
