Council directs manager not to sell two Grubb Street lots, citing flooding and Riverfront project

The Council of the Town of Hertford voted unanimously Jan. 23 to direct Interim Town Manager Janice McKenzie Cole not to sell two town-owned parcels at 213 and 215 West Grubb Street after council members raised concerns about flooding and possible conflicts with planned infrastructure work.
Mayor Earnell Brown opened the discussion after an adjacent property owner emailed interest in buying the lots. Councilman Jerry Mimlitsch and Mayor Pro Tem Ashley Hodges said they opposed selling the low-lying parcels for the buyer’s apparent purpose of extending his yard; Manager Cole told the council the prospective buyer had said he wanted to extend his yard.
Council members and the manager noted that the lots are low-lying and visible during rainy weather, and that drainage infrastructure and ongoing infrastructure work related to a Riverfront project could require digging or easements on the parcels if improvements proceed. Citing those risks and the lack of a purchase plan from the interested party, Mayor Pro Tem Ashley Hodges moved to direct Manager Cole not to sell the lots at this time; Councilman Jerry Mimlitsch seconded, and the motion passed unanimously.
The council did not provide a timetable for revisiting the issue. Manager Cole was directed to monitor related infrastructure studies and report back to the council if conditions change.
