Commission approves FEMA BRIC safe-room match resolution and backs Cusa Valley EPA administrative request

Candace Hill briefed commissioners on the BRIC application, saying the grant requires a 25% local match and that county staff is seeking state approval to accept the land's assessed value as that match. "That grant will require a 25% match and it's our understanding that the land cost itself, the land value can be that match," Hill said. Staff said the safe room project budget is not finalized but referenced a prior safe‑room project in the county that was about $165,000 as a planning benchmark.
Commissioners voted to approve a resolution that will accompany the BRIC application so the county can proceed with the July 2 submission deadline staff cited. Separately the commission approved moving forward on an administrative appropriation to support Cusa Valley's $1 million EPA project, approving the appropriation to cover administrative costs associated with the grant application and future agreement once the EPA provides its grant agreement.
What happens next: Staff will finalize the BRIC budget and submit the application to the state by the July deadline; the county attorney and relevant departments will continue to coordinate the match documentation. For the EPA/Cusa Valley appropriation, commissioners approved the county participating in administrative support pending the EPA grant agreement.
