Commission hears road-project updates, approves study funding request for Veterans Parkway

Clay Phillips, the county engineer, told commissioners at the June 4 work session that the county’s paving crew finished work in the Camp Winnatos area and has moved to the Show Creek area and District One. He said the base crew has also been building access paths for a War Creek debris‑removal contractor.
Phillips described a safety‑widening project on K Creek Road that will add two‑foot paved shoulders and rumble strips from Curve Road to County Road 174; the project is in planning and is expected to be let by Sept. 30. "They'll have some rumble strips on them also. That's one of the number one counter measures to keep people from exiting lane departures on the outside," Phillips said.
On Veterans Parkway, Phillips said the newest section (finished in 2024) was showing rutting and persistent wet areas under heavy truck traffic. He said staff solicited a proposal from Teraccon for $20,000 to core pavement sections, determine subsurface and grading issues and recommend repairs or a targeted special project for next year. "They're going to core some spots to figure out what the problem is and come up help come up with some solutions," Phillips said.
The engineer also briefed the commission on a multi‑jurisdictional bridge project tied to a BIP planning award. He said the county owes Lauderdale County $3,354 for engineering work already completed and that one of the bridges in the program (about 400 feet long) would receive a deck rehabilitation to extend service life while keeping the existing width.
Commissioners discussed timing for the Teraccon study and asked staff to place the proposal on the Tuesday agenda for formal action and to include the safety‑widening project on K Creek Road in upcoming budget and letting calendars. Phillips said the Teraccon work will let the county estimate project scope for next year’s special projects list.
The work session also included a request to create a new road‑department safety coordinator position (paygrade 20), estimated to require roughly $26,000 for the remainder of the fiscal year; the commission directed staff to prepare the position description, payroll/code review and a budget amendment for upcoming action.
