St. Clair County to issue RFQ for SS4A consultant to map high-crash locations and demonstration projects

The St. Clair County Commission approved issuing a request for qualifications May 26 to hire a consultant for planning and design under the federal SS4A (Safe Streets for All) grant. County engineer staff said the consultant’s work will identify high-crash locations across county and municipal roads and propose countermeasures and demonstration projects.
Engineer staff told commissioners the grant allows up to 10 demonstration projects. The consultant will produce a comprehensive safety plan for the county and recommend smaller temporary countermeasures—"ballards" and other low-cost treatments were offered as examples—so officials can evaluate whether measures should be scaled into larger projects.
Commissioners asked whether municipal roads could be included; the engineer said municipalities and county roads can be evaluated if the roads meet program guidelines. The commission approved moving forward with the RFQ by voice vote.
Next steps: staff will issue the RFQ, evaluate consultant qualifications and return with recommendations for selection and project prioritization.
