County engineer to retire June 1; commission approves succession plan and promotions

St. Clair County Commission members on April 28 accepted the planned retirement of County Engineer Dan Daltry effective June 1 and approved an internal reorganization to fill engineering leadership roles.
Under the approved plan, Clay will be promoted to county engineer at pay grade 55; Blake Phillips will move to assistant engineer at pay grade 52; and Richard Blake Galahar will serve as primary project engineer at pay grade 38. County staff provided a budget breakout showing the reorganization would result in an estimated net savings of about $77,000 compared with continuing the current structure.
Daltry, who has served the county for many years, addressed commissioners and thanked staff; commissioners praised his service. The commission voted to approve the personnel changes and authorized the plan to take effect June 1. No additional hiring beyond the reclassification was announced at the meeting.
