St. Clair County held its annual public hearing on April 28 required for the FY2027 Section 5311 grant to the Alabama Department of Transportation. Janice Smith, director of St. Clair County Public Transportation, outlined the program and funding shares and answered brief procedural questions before the commission closed the hearing with a unanimous vote.
Smith said the grant proposal combines federal funds with local match to operate county public transportation. She described three budget ratios: administrative costs at an 80/20 federal/local split, operations at 50/50, and vehicle capital at 80/20. The transit system operates Monday through Friday, 6 a.m. to 6 p.m.; fares are paid in cash and currently set at $2 per 5 miles with $1 for each additional stop. St. Clair County operates 21 handicap‑accessible vehicles with wheelchair stations; caregivers ride free and children under age five ride free.
No members of the public spoke during the hearing. The commission moved to close the public hearing, the motion carried, and later in the meeting approved submission of the proposed FY27 5311 application and related documents while noting that any personnel changes in the proposed budget would require separate budget votes at a later time.
