Plan Commission approves alley vacation and rezoning at 5142 Arcadia Street

The Skokie Plan Commission voted unanimously on June 25 to approve a petition to vacate a portion of the public alley north of 5142 Arcadia Street and to rezone the northern 8 feet of 5142 Arcadia from B2 commercial to R2 single-family.
Jose, planning staff, told the commission that the applicants — Leonel Jaimes and Robert Corral — asked to divide the vacated alley so an 8-by-8-foot portion would be conveyed to the property at 9139 Laramie Avenue and the remainder conveyed to 5142 Arcadia Street. Staff recommended approval subject to the plat of vacation dated June 18, 2026 and other standard conditions. Jose said the rezoning would eliminate split zoning on the lot and allow the owner at 5142 Arcadia to construct a detached garage to provide off-street parking where none exists now.
During questioning, staff clarified that the alley is 16 feet wide and that the proposed conveyance would resolve a fence encroachment into the public right-of-way. Commissioners also asked how ownership and taxing parcels would be adjusted; staff said a pin consolidation and re-recording of easements would follow the conveyance so each parcel receives the appropriate legal description and tax assignment.
Alex Himes, who identified himself as the son of the owner of 5142 Arcadia, said petitioners plan to take responsibility for maintenance of the small vacated section and understand that any garage would require building permits and compliance with drainage and other rules. "We're also going to be basically taking over the maintenance of that little section," Alex said.
After asking for public comment (none was offered), the commission moved, seconded and took roll-call votes. The recorded votes were in the affirmative and the chair announced the motion carried; the commission noted that the decision is a recommendation to the Village Board, where final action will be taken and petitioners will be notified of the hearing date.
Next steps: staff will prepare the plat and related documents for recording and the Village Board will consider the recommendation at a future meeting.
